It is all about roles. Oblits while good cannot take out transports as well as havocs just because havocs are shootier and Dakka preds. It is true some armies have no choice but to spam certain units (Necrons)

I'm not sure where the Spam comments entered the discussion, but allow me to disagree. Chaos can certainly spam only troops and do quite well having a variety of choices all of whom fit multiple purposes. What is the Tau commander to do? He only has two choices and both are very limited in their purpose. For the matter he only has two elite choices… Or the Eldar autarch for whom the only way to really get melta is to add in fire dragons….

I think bringing multiples of units is actually the right way to build a balanced (I do subscribe to JWolf's take it back movement) army. If I'm playing Chaos (which I have yet to try) I'm certainyl going to have more than one unit of Oblits. What happens if I'm playing SM and my one and only unit gets caught by thunderfire potshot early in the game? Am I now to go without my only mobile BS4 long range anti-tank?

I think Spam is a really big part of list problems. You really should be only doubling up on Troop choices and not on much else. Most armies have enough options to fit the same roles.

Sure your army needs to do what it does best that is more than logical if you ask me.
I play Chaos and I send my men forward since they are best between 12-assault range.
But I never load up on Oblits and Lash spam I keep my list balanced.
I got some HS in the form of only 2 Oblits but the rest is made out of Marines in Rhinos, Termies and Bikers (Oh yeah I love them )

Do what the army does best but dont spam it that is basicly the main point.

Balance is ok but you need to make sure that your army can do what that army was intended to do. example, tao don't need a really hug assault element as they need a shooting and monuverble element.

As for the RPS element, I have never heard of that. Interesting way to look at it though.

All-comers and balencced lists are the same to me (they are quite interchangeable).
