I prefer GTs to run their own guidelines; it gives you flavor for different gaming regions and how they play the game. I know BoLSCon wouldn't have Austin flavor if it wasn't 2000 points in 2 hours and music-themed missions.
I wouldn't mind GW guidelines as long as they are not required for prize support. I'm not sure I trust GW-US to come up with great tournament guidelines.

As for the question. I think some guidelines would be good. The idea of a universal system sounds appealing like professional sports. Otherwise we just end up with Adeptioncon type FAQs

I love the extra flavor of GTs. Having seen some of them so far it is comp overload followed by Sportsman out of balance. While I do not trust GW at least everyone would know what they are getting into and be on equal playing field.

Who says out of balance Sportsmanship and Comp Overload isn't the right way to run a tournament? If you go to the trouble hosting and running a tournament, I've got no problem with any rules you choose.

hehe. You could have that way, but it says something sad about your personality if you want that much control over a mini game tourney. If think you run tourneys to so players can play in a simi-competitive environment. Also players want a fair playing field, not play against people that have bias to certain armies because of some bad experiences hehe. OF course you can retort that you do not have to play in said tourney but for a lot of players that is the only tourney they are going to even have a chance to play in the whole year.

Oh people love going to bad tournaments especially when they are part of the comp creation process, because nothing says great comp like 20 people added their two cents than just one!
