Consider he replaces camo cloaks on scouts and his cost is only +35 points (for a basic squad). He gets 2 shots per turn, only misses on 1′s, allocates wounds and can loan out his insane BS if he doesn’t shoot…
Use him with snipers and a Missile Launcher, Infiltrate, Scout and then camp out like a good sniper should and fire at will.
